Therefore, it is claimed that the government should legislate to promote the waste recycling. To me, addressing this problem is likely to need more than a simple legal and institutional measure.

Granted, injunctions from the authority do have their advantages in waste management. One of the primary benefit lays emphasis on its deterrent to those reluctant to recycle garbage. With a legalized rule for them to follow, especially with its penalty clarified, they will constrain their conduct out of the fear of being punished for not abiding the law. Another reward brought by the measure appears to be its effectiveness, which is guaranteed by the administrative enforcement in implementation.

However, though the compulsory measure has its role to play in managing waste, it doesn’t mean that there are no other options to promote recycling. In contrast to the punishment mentioned above, awarding policies from business could be made an attractive alternative to government laws. For example, if there were incentives as cash credits or discounts for customers reusing their packages when shopping, more families would like to keep their packaging bags rather than discard them, thus not only stimulating the circulation of disposable bags but also curbing the overproduction of packaging materials. Meanwhile, the public media could strengthen publicity and education, cultivating a consciousness of environmental protection among individuals, thus leading to a self-discipline on their personal behavior. Only by doing so, will the problem be tackled in a more spontaneous way.
